Indianapolis and the Indiana economy

In Indianapolis, there has been a long-term pursuit of a nicer, more bustling downtown. Sports arenas have been built, the convention center has been expanded, deals to get new and bigger hotels have been made. Have these sorts of efforts been successful in terms of strengthening the Indianapolis economy, or the Indiana economy? Do Hoosiers have better jobs and quality of life as a result?
